Job Description
On behalf of our client, we are seeking a Global Employee Relations Manager to oversee and enhance employee relations governance across overseas entities at Group level.
Based in Dubai, you will define ER principles, establish standardized frameworks and support regional HR teams in managing complex and high-risk cases.
This role combines policy development, compliance oversight and hands-on advisory support to ensure stability, consistency and risk mitigation across international operations.
The position is part of a strategic expansion phase and offers the opportunity to build and structure the international employee relations framework from the ground up.
You will report to the Vice HRD at the Group’s headquarters in China and work closely with senior leadership in the Middle East region. The reporting structure will evolve locally as the regional HR organization continues to develop.
The role includes leadership responsibility for a substantial overseas HR team based in Dubai.

Key Responsibilities
- Develop and implement Group-level employee relations principles, standards and governance frameworks;
- Define management boundaries, risk thresholds and compliance guidelines aligned with local labor environments;
- Identify systemic ER risks across regions and drive policy and process optimization;
- Provide advisory support to regional HR and management teams on complex cases;
- Establish structured support mechanisms for high-risk or sensitive ER matters;
- Build and maintain a Group-wide ER knowledge base including case documentation and best practices;
- Contribute to the development and optimization of HRIS systems related to employee relations;
- Improve transparency and control through standardized ER processes;
- Lead and further develop the overseas HR function in Dubai within a fully in-house operating model.
Our Offer
The compensation package includes a monthly base salary ranging from $3,500 to $6,500 (approximately 10,000 – 25,000 AED), depending on experience and overall capability.
In addition to the base salary, a performance-driven bonus structure applies. The organization offers an extensive incentive framework with multiple recognition and reward mechanisms for high-performing employees.

Requirements
- Bachelor’s degree or above;
- Minimum 3 years of experience in employee relations or international HR;
- Strong knowledge of global labor compliance and ER risk management;
- Ability to design structured governance frameworks in a dynamic, international environment;
- Strong analytical judgment and policy interpretation capability;
- Experience working across multiple regions and cultures;
- High compliance awareness and risk sensitivity;
- Proven leadership capability in managing and developing HR teams.
